Team members only work on tickets that are in your current sprint. These are the tickets that have been reviewed and prioritised. This includes things like making sure they have a assigned release (where appropriate) and don't conflict with other tickets.

If there are tickets that you think are important, or are quick wins, please talk to the SM or the PO.

New tickets creating by QA during the sprint should also be reviewed by the PO before being added to a sprint. The thinking is, either the original story should be QA failed because it doesn't meet the ACs, or if it issue is small and another ticket created, that ticket could be delayed for other priorities.

If you have no tickets assigned to you in the sprint (you've got through all your tickets), pick up unassigned tickets. Tickets are allocated to a team, and the team should work together to get them all done. If there are To Do tickets assigned to other people, talk to them and see if you can assign them to yourselves. If there is genuinely nothing for you to work on, talk to the PO/SM (and at that point feel free to suggest tickets that should be worked on)

If you have been asked to work on something that is outside of the sprint, ask for a ticket and talk to the PO/SM, they can bring the ticket into the sprint or talk to that person about priorities.

Everyone is free to create tickets for bugs / improvements, etc. But please don't assign them into the current sprint.
The teams first priority is to finish the tickets in their sprint.
